PREAMBLE
We the people of the United States, in order to form a more equitable
nation, establish true justice for all, provide healthcare for all, eliminate poverty, and
secure true freedom for ourselves and our posterity, do establish this Constitution
of America which transforms our existing republic, its representative form of
democracy, and its fifty-one different ruling governments into a new, untried form of
government designed to prevent the evolvement of oligarchies and dictatorships and
their inevitable tyranny.
We have agreed in public forum that our New Government shall consist of an affiliation
of local governments maintained by residents of each locality and that merely being born
in this nation is not enough to claim the benefits of citizenship; that participation in New
Government's lawmaking and administrative processes is a duty and not a right, an
obligation and not a privilege; that the proposal and passage of laws shall
be made solely by the individual citizens affected by such laws when participating within
official Committees and Boards, and at the polls. We have agreed that this form of
government, as opposed to a larger, traditional regional or "central" government, is the
only way to prevent the accumulation of excessive wealth and power and the inevitable
abuse of power such a condition spawns. We further agree to name this new nation "America."
.

System and American Retirement Villages, plus any others benefits they collectively
deem desirable.
Article II. NEW GOVERNMENT
